Senator Leroy Baptiste

The Ministry of Labour, Small Micro Enterprise Development welcomed it’s new Minister on May 3rd 2025. Senator Baptiste is a Human Resources Management and Industrial Relations professional, with expertise in the execution of business strategy. He holds a Masters of Arts in Human Resource Management and a Post Graduate Diploma in Human Resource Management from the University of the West Indies, St. Augustine. Senator Baptiste has spent 30 years as a trade unionist in the Public Services Association (PSA) and served as its President from January 1* 2022 to March 12* 2025. As a Trade Unionist, Mr. Baptiste has been at the forefront of major negotiations and has engaged in numerous negotiations, collective bargaining, dispute resolution, strategic planning and strategic human resource management.

He has provided Consultancy Services to a number of Public and Private sector organisations as well as to Trade Unions in the area of Industrial Relations and Human Resource over the years. Senator Baptiste was a Director on the Board of the Environmental Management Agency, a Governor on the Board of the Cipriani College of Labour and Cooperative Studies, served as a Director of Trintoplan and also served as a member of the transition team at the Water and Sewage Authority. As an industrial Relations Professional, Senator Baptiste engaged in the restructuring of organisations in the Public Service.

His knowledge gathered over the course of his career, his experience as a trade unionist and his strategic ability to align Industrial Relations and Human Resource Management have significantly benefited many organisations and persons he has worked with over the years. His personal mantra is “A people without a vision will perish.”
